I was asked by an international buyer if she could pay PayPal with a credit card. Can she?

Depends on where she's from.
Keep in mind you will have no seller protection on international.

I wouldn't take PayPal for international. As BF mentioned there is no seller protection meaning if they wanted to keep the item and file to get their money back, then can and you would be out: no item and no money.
Since they have a credit card, they can pay you with BidPay or Google checkout.
As the seller you would need to sign up for an account with either one though.

She lives in France. I sell international, but I've never been asked this question.
Is it better to ask for transfer of funds?

Will ebay let sellers use Google checkout?
Do I just go to Google and sign up for it?

You can use it, but you cannot ask for payment that way. Some buyers know it exists and ask if they can use it when PayPal is not an option. Do a search for google checkout and it will come up. If you already have gmail or some other google service, you can sign in with your user name and go from there.
You can advertise and ask for payment using BidPay on eBay. www.bidpay.com (http://www.bidpay.com)
You can do a wire transfer, but I cannot remember if it's eBay legal to ask them to do it.

I take PP international all the time.
I guess it depends on the value of the transaction.
I would lose a lot of buyers if I did not take the "risk" of PP.

I also accept Google...and, if someone emails me to ask about payment, I inform them about Google as an alternative. I just cannot advertise it on the listing.

I used to sell international, but with the way our post office is set up, it doesn't matter if you have an account with them or not. Any item that requires a customs form must be handed to a counter clerk. That's impossible for me to do.
I was burned once also, but once was enough for me. You know the saying, "burn me once shame on you, burn me twice shame on me."

I believe I operate in the "gray" area regarding the whole Google checkout thingy...
I don't advertise it anywhere, but if someone specifically asks me if I accept it, I don't lie (my momma taught me not to lie).
I have had buyers who (for whatever reason) don't like Paypal and they email me to see if I take an alternative.

SELL. International users are great. If you aren't selling internationally your losing. I have had no problems from international users. Look at their feedback.
You offered as Paypal as a payment option? You can set your preferences to block Paypal transactions from unconfirmed accounts.
In my listings I say international uSERS HAVE TO ASK PERMISSION BEFORE PAYING WITH PAYPAL. Some ask and some don't but I always accept their payment.

You can take whatever form of payment you want, but you have to be careful what payment method you ask for as the policy states. I posted the policy so the OP would know what they could eBay legal ask for instead of PayPal as far as payment is concerned. I buy regularly from US (I am in UK), about 50% of sellers are happy to sell using Paypal, I have one supplier I met through Ebay that I am doing $1500+ per month with and several other regular suppliers. It is therefore worthwhile as a seller, but obviously you have to be careful
I tried Bidpay but its a pain, if I cant use Paypal I will walk away.
It is more and more attractive for Europeans to buy from US, I am benefitting by about 20% over a year ago because of currency movements, I would imagine there is a lot more interest from international buyers

If you are selling overseas, you can't use the Postal delivery confirmation.
When the out of US buyer claims non receipt, paypal will take their money from YOUR account. They may well freeze your total funds. Peolpe in UK and Europe find a way to pay me. I am not suffering because a few IWANNA I WANNA types "walk away".
After Ebay's two fees, the last thing I need is another greedy bunch of low lifes taking another cut.
